1901 van assistance plz

Hello. So this one I found cherry picking at a local coin shop and it appears to have some doubling and stuff going on but I can’t find a vam that fits it. Is it even a vam Morgan?

Well, it is a C4/C3 reverse with a normal date placement. Maybe start there.

Might be a EDS/MDS of the VAM-20 die pair.
