Oh, that one. Dip that one. Good one to hone your skills on scribbles vs thick color though. But if the headache starts sounding like you're watching Jumanji murder that color. Or even just a qtip dot dip. That one has to be a PITA

Dig out an old 80A filter and put it over your light source. It'll cut down the difference between the dark blue toning and the rest of the coin when you're examining looking at it. Of course, then the brown might turn black.
Anyway, if that doesn't work, dip it. It's not like it'll get uglier.

3BX doesn't have horizontal scribbles in the right wing (my coin does) and 3BX has multiple die cracks on each side (my coin has none).

I tried salvaging the original photo a bit. This is where Photoshop comes in handy. Load image into two layers. Keep the blue channel in one layer and the red channel in the other, then blend keeping each pixel that is brighter between the two layers. Merge the layers, then to flatten out the lighting a little, a high pass filter with a pretty large kernel size. Finally, sharpen with an unsharp mask set at 50% with a kernel radius of 1 pixel. It's still not very clear, but the scribbles stand out a little more.
