If you inlarge the pics of the date you see remnants of something in and on the numbers

Looks like possibly someone had some idle time and a pocket knife in hand. PMD from some pointy object is my guess.

Not an overdate.

@vampicker there are no pics for a VAM-10... But this coin looks like a normal date High centered O...

I don't see doubling of 6 and VAM-9 has a more narrow-looking date, especially if you look at the 89..?

Could this be a VAM-10 we don't have pics for?
It's coming...

Not VAM 10, which is plated in the VAM book itself. If you don't own a copy, you should pick one up. Even if you don't use the catalog section often, the explanation of how to use the catalog (the same system used on this site's listings) and the background on the coins is indispensable information.
It's hard to make out raised from incuse detail in a confined space, particularly in photos. Digging at the interior of the digits, as already mentioned, is the most likely culprit. If it is raised, it's something that really needs to be poked with a stick.
often the crusher of hopes and dreams

See if VAM-8 is a fit?
Forget about what may or may not be in the 8's for now.
Lets attribute her first and move on from there.

Date position - looks like the right edge of normal?
Date slanted - may have a slight slant, but within normal lateral position.
Date any doubling - no

MM position - looks high.
MM position - looks like a slight right tilt.
MM doubling - no
