To me, it looks like it could be a lamination on the obverse. I like it!
I swear, someday I will learn how to grade Peace Dollars!

Could be. It is tough to tell on a coin this beat up.

My first thought was struck-thru a non-reatined wood chip. It has the size, shape and "look" of one. The way the E still somewhat formed tells me that it was a thin piece of sawdust "chunk" that still allowed the device to somwhat form.

They were used for drying the planchets after the final rinse before striking.

Sawdust strike-thrus tend to be on New Orleans coins. This looks like struck through grease.
